What is UKOME and why does it matter for taxi fares?
Every legal taxi fare in Istanbul is set by one body — UKOME. Understanding this helps you spot scams and find the current rate.
UKOME — Ulaşım Koordinasyon Merkezi
UKOME (the Transport Coordination Centre, a division of İstanbul Büyükşehir Belediyesi — IMM) is the legal authority for all licensed taxi tariffs in Istanbul. UKOME:
- Sets the opening fee, per-km rate and minimum fare — published as a tariff sheet
- Reviews tariffs quarterly — adjusts for inflation and operating cost changes
- Decisions go through the IMM Council — the most recent decision (Feb 12, 2026) took effect Feb 16, 2026
- Publishes the official tariff at ibb.istanbul — this is the only source of truth
No driver, hotel, taxi stand or app may legally charge more (or less) than the UKOME tariff for a metered ride. "Fixed-price" offers are illegal and almost always a scam.

How the Istanbul taxi meter (taksimetre) works
Three components add up to your final fare. Understanding them prevents disputes at the end of the ride.
① Opening fee
Açılış ücreti. A fixed amount that appears on the meter the moment the trip starts. Charged once per ride, regardless of distance. Same rate day and night since 2017.
② Per-km rate
Km tarifesi. Charged for every kilometre travelled. Single rate applies 24/7 — no night surcharge. The meter ticks up automatically based on GPS distance.
③ Time-based charge
Bekleme ücreti. Additional charge per minute when the taxi is idle (heavy traffic, traffic lights, waiting at a stop). Lower than the per-km rate.
Single tariff — no night surcharge
Since 2017, Istanbul has operated on a single tariff (tek tarife). The same opening fee, per-km rate and time charge applies at any hour, any day. If a driver claims a "night tariff" or "gece tarifesi", they are scamming you — it has been abolished for nearly a decade.
This is one of the strongest signals that a driver is unlicensed or operating in bad faith: a night-surcharge claim. Politely refuse and walk away to the next car at the rank.

UKOME revises the tariff every quarter — sometimes more often during high inflation periods. Rather than memorising fixed numbers, learn where to look.
Three reliable sources for the current 2026 rate
- ibb.istanbul — official UKOME decisions. Search for "taksi tarifesi" or "UKOME kararı". Opening fee, per-km rate and minimum fare are listed together.
- BiTaksi or Uber app — type your start and end address. The app shows the estimated metered fare before you confirm the ride. Free, accurate, no commitment to book. Use this on the spot to know what to expect.
- hgs.gov.tr — official toll rates for bridges, tunnels and motorways (paid on top of the meter as reimbursement to driver). Updated every January.
Two rules of thumb that don't change with the tariff: (1) there is no night tariff — single rate 24/7; (2) the meter is legally required from the start of the trip — refuse fixed-price offers.

Without committing to exact numbers (they change), here's how the three transport options compare in price band for a typical IST → city centre journey.
- M11 metro (cheapest) IST → Gayrettepe, single ride with İstanbulkart ~₺40–50 band
- İETT city bus IST → Mecidiyeköy or Mahmutbey, slow but cheap ~₺27 band
- Havaist coach IST → Taksim or Sultanahmet, 24/7 with luggage ~₺170–420 band
- Taxi (metered) IST → city centre, ~50 km, with motorway tolls ~10–15× metro
Rough rule of thumb: a metered taxi from IST to Taksim is roughly 10–15× the cost of the same trip by M11 metro. For two or three travellers with luggage, a Havaist coach is often the sweet spot — much cheaper than a taxi, comfortable, with dedicated luggage racks.

What's NOT in the meter — legitimate extras
Sometimes the driver asks for more than the meter shows. The taksimetre does not include road tolls — the driver pays them upfront with their own HGS account; you reimburse on arrival.

Common Istanbul taxi fare scams
If a driver tries any of these, stay calm, don't argue, walk away to the next car.
"Meter is broken"
The classic — driver wants to negotiate a flat fare. A licensed taxi cannot legally operate without a working meter. Politely say "I'd rather take the next one" and step out.
"Fixed price"
Driver quotes a flat fare at the airport. Illegal under UKOME rules. The meter is mandatory from the start of the trip. Refuse and walk to the official rank.
"Night tariff"
Doesn't exist since 2017. Any "gece tarifesi" claim is a fabrication. Single tariff applies 24/7. Confidently refuse and demand the standard rate.
"The scenic route"
Driver takes the long way to inflate the meter. Open Google Maps before boarding. Without accusing, ask "Maps shows a different route — can we go that way?"
